流浪狗在台灣的數量有在持續增加，因為許多人遺棄他們的狗因為他們不想養了。雖然很多人試圖要拯救這些狗，但他們無法支付用在���上龐大的開銷。所以，政府需要解決這個問題，他們用安樂死術來控制狗的數量。愛護動物者非常反對這個政策。 狗的安樂死術一直是格有爭議的題目。雖然如此，卻並沒有任何滿意的方法。
我認為這個問題的起因財是我們真正需要探討的。會有流浪狗主要的原因是因為人們不珍惜狗的生命。有些人買狗只是想要展示他們的財富或品味。他們並不愛狗。這家種流浪狗的問題因為這些遺棄他們的主人並不愧疚。
要解決問題，我建議政府應該要設下虐狗的條約或是給想要養狗的人進行測驗。雖然不容易，但這真的可以減少流浪狗的數量。雖然這不能在短時間內達成，我們應該要盡力而為。

版大您好！先回答你的問題
1. 英文翻譯時該如何斷句？
就我所知，在翻譯的過程可以斷句的地方有：
連接詞（含三大子句）、介系詞、不定詞、分詞以及逗號。（這是我目前能想到的）。 
2. 翻譯時該注意的規則？
套用我們老師常說的一句話：二種語言沒有相對應的表達方式 
因此，在翻譯的過程只要通順 、達意 即可。  
而我的經驗，提供給你參考看看
A. 我會先區分主要句 跟子句 
B. 再來找主詞 跟動詞 
C. 逐字翻一次
D. 修改用字遣詞 及加入中文的修飾語 （就是讓句子表達更通順） 
當然，翻譯的前提必須要先看得懂句子，如果看不懂一切都白搭了。
看的懂句子��指了解，熟悉英文的句型，這個得靠個人平時的努力，
多聽多讀，習慣英文的表達方式自然就能做到前２個步驟了。
第３個步驟跟單字量有關，因為並不是每個字都看得懂，若只有１～２個不懂，或許還能靠情境來推測，但量太多，即使了解文法結構也是白搭的，最後一個就看個人的功力（經驗的累積）。 
3. 原文的翻譯
因為總統在執政的第二年對不穩的政局做出調整，所以國會希望歐巴馬能在星期三的國情咨文演說及在２月１日的預算提議中，說明凍結預算的法案，而這個法案只是白宮政府目前公開發表的一系列法案中的其中一項。歐巴馬在星期一就已經針對幼兒及老人保健還有大專院校的學費提出一套配套措施，希望減輕大家的負擔。

--> breaks into 是代表 進入的意思. 所以這句要翻成: 我突然想起了過去
